Chemical rules
Pool chemical safety and hauling rules
- Federal limits. The "materials of trade" exception (49 CFR 173.6) sets them:
- Per container: 66 lb or 8 gallons.
- Per truck: 440 lb, containers included. At about 10 lb a gallon (HASA's data sheet), 40 gallons of liquid chlorine alone is about 400 lb.
- Close, secure and mark each container with its name, plus "RQ" on a bucket holding 10 lb or more of cal hypo (40 CFR 302.4).
- Tell the driver what's aboard.
- Carboys and tanks over 8 gallons are outside the exception.
- Chlorine and acid never touch. Mixed, they release chlorine gas, as HASA's data sheet and the CDC warn. EPA and HASA: never put two chlorine types in one bin either.
- Out of the cab. HASA says never carry chemicals in the passenger cabin; in the heat, use shaded racks and ventilated bins.
- With employees. OSHA requires a written hazard communication program, training, and SDSs techs can reach immediately.
- At the pad. OSHA and Pentair: breaker off and tested dead before you touch wiring. Hayward: stand clear of the filter when the pump starts.

Pool service truck setup: questions answered
What equipment do I need to start a pool cleaning business?
A pole, leaf rake, brush, vacuum head and hose, and a drop test kit: $421.94 in total at Leslie's prices in fall 2026. Add the goggles, gloves and spill kit on the First route list. National Pool Route Sales lists $400 to $800 for tools and $1,500 to $2,500 for a truck stock of chemicals (FAQ, April 2026).
Can I carry a chlorine tank or carboys?
Yes, but not under the materials of trade exception: any container over 8 gallons falls outside it (49 CFR 173.6), so the full federal hazmat rules apply. Call PHMSA's Hazardous Materials Information Center, 1-800-467-4922, before you buy one.
Do I need placards or a hazmat CDL to carry pool chemicals?
No, as long as you stay within the federal materials of trade limits: 66 lb or 8 gallons per container and 440 lb per vehicle, packed and marked as 49 CFR 173.6 requires. A load that needs placards needs a CDL with a hazmat endorsement (49 CFR 172.504, 383.93). Check your state rules too.
Should I use a truck or a van for pool service?
Either works if chemicals stay out of the passenger cabin. HASA's transport guide lists a pickup bed, flatbed, utility vehicle, trailer or cargo van (checked October 2026).
